Don Shanks Don Shanks Don will provide two services for my page:

  • 1) He will keep us up-to-date on the latest rule changes affecting SEC football.
  • 2) During the football season, if you are watching a game and an SEC official makes a call you have a question about, email it to me and Don will answer your question on my page.

    Instructions: When you have a question for Don, email it directly to me (please make sure you state that it is a question for Don) and I will post it to my page. During the week, Don will be checking out my page and when he sees that he has a question, he will email me his answer and I will post it to my page. It's as simple as that.

    4/02/01 - Here is a list of new NCAA football rules changes that go into effect August 1, 2001.

    Rule 1-4-9-c: A camera with no audio component, may be attached to the cap of the umpire with the prior approval of the umpire and participating institutions (Subject to the approval of the NCAA Executive Committee). (Reason for the rule change: "There is a fine line between enhanced coverage for the good of the game and unwarranted intrusion. The committed believes this camera can be a valuable teaching instrument for viewers, featuring the finer points and intricacies of interior line play."

    Rule 3-1-3-h: Radio and television timeouts are not permitted during any extra periods and charged team timeouts during any extra period may not be extended for radio and television purposes. (Reason for this rule change: "Once the overtime starts and the excitement builds, any extended breaks not related to normal game activity are detrimental to most parties involved, especially the tame and spectators.")

    Rule 3-2-4-b: Delete the exception that visual 25-second play clocks are not mandatory for games played no the home fields of NCAA Division III institutions, effective August 1, 2003 (Subject to the approval of the NCAA Executive Committee.).

    Rule 3-3-2-a: An official shall declare a referee's timeout when the runner's helmet comes off. Previously, the play was blown dead immediately when a runner's helmet came off, but the clock was stopped only for administrative reasons (penalty, first down, charged team timeout, etc.)

    Rule 3-3-7-a: Any charged team timeout shall be 30 seconds in duration upon an approved visual signal made by the head coach of the team requesting the timeout. Such a signal must be made promptly after the timeout is requested on the field. (Reason for this rule change: "There are situations when a team simply wants to stop the game clock to save time or to avoid a delay-of-game penalty before the clock expires. This change will enable timeouts taken in those instances to be brief and not interrupt the flow of the game.")

    Rule 8-3-3-b-1: Personal fouls against a passer during a successful two-point conversion try will be enforced on the succeeding kickoff or from the succeeding spot in extra periods.

    Rule 9-1-2-i: The runner is exempted from the rule prohibiting hurdling.

    Rule 10-2-2 and others: Penalties for offensive team fouls that occur behind the neutral zone will be enforced from the previous spot.
